Yes. Neither cats nor dogs are allowed to be "at large". An animal is to be considered at large if it is not under the physical control of the person in charge of it. It will not be considered at large if it is on the premises of the owner while accompanied by the owner. Animals found running at large may be impounded which could result in impound fees and other fines. If you take your dog or cat for a walk, he must stay on his leash the entire time.
