Fayetteville Council of Neighborhoods

The mission of the Fayetteville Council of Neighborhoods (FCON) is to promote and enhance the quality, stability, and vitality of the various neighborhoods in the City of Fayetteville; to provide a forum for neighborhood associations to share information, experiences, concerns, and ideas; and to help facilitate communication between neighborhoods, through their associations, and government agencies.  

The Council of Neighborhoods is made up of one regular (and one alternate, if so desired) elected member from each registered neighborhood association. This council is advisory in nature and is responsible for its own direction in terms of how often to meet, which issues to tackle, and what types of training and support they would like from the Community Outreach Coordinator and the city in general. Allowable support depends upon the funding available, but there are many training options that can be arranged for little or no cost. Additionally, council members have the opportunity to learn from one another by sharing neighborhood problems as well as solutions. In order to be a part of the FCON, your neighborhood group must maintain an active registration with the City Community Outreach Coordinator - to be renewed each October.

Terms

Regular elected member terms are determined by each registered neighborhood association. FCON officers shall be elected annually at the October meeting and may serve a term of one year. The term begins at the conclusion of the October meeting. No officer may serve in the same office for more than two consecutive years.

EXCEPTION: The treasurer is elected at the October meeting and has no term limit.

Membership

Full Membership
Every qualified member neighborhood organization, that is identifiable, and a residential neighborhood lying within the planning area of the City of Fayetteville, Arkansas, shall be entitled to send one voting delegate. To be qualified for membership, each such neighborhood shall:

(a) Be from a defined geographic area within Fayetteville planning area.

(b) Have an ongoing, representative organization.

(c) Hold at least one public neighborhood meeting annually and notify FCON of this meeting beforehand and provide attendance numbers or list to FCON.

(d) Be composed of at least 20 households or accounting for at least 25% of the households in the area, the area to be approved by the FCON.

(e) Have adopted a formal constitution, bylaws, or other document serving as a statement of their principles of operation to be provided to FCON, including any modifications or amendments as adopted.

(f) The purpose of the neighborhood organization must be non-partisan in nature and may not be inconsistent with the purpose of the FCON. 

Provisional Membership

A neighborhood organization may be approved for non-voting provisional membership in the Council of Neighborhoods if the neighborhood organization does not meet all of the above qualifications for full membership, but is actively working toward meeting those qualifications. 

Appointment

Vacancies on the Council of Neighborhoods shall be filled at the discretion of each registered neighborhood association.

A weekly meetings list is prepared by the City Clerk’s office which is distributed to the press and posted on the City’s web site: www.accessfayetteville.org

Meeting Times

Regular meetings are held the last Thursday of each month (January through October) at 6:00 p.m. in Room 326, City Hall or as otherwise designated.
