Once the license plate number of the vehicle has been entered into the Enforcement Officers handheld device, they must complete the ticket.  The handheld device does not allow them to stop the issuing process.  Any ticket dispute must be handled in the office.  It would not be ethical to allow the officers to pick and choose who they could void a ticket for.
