Frequently Asked Questions

  1. I received a ticket on the Square, but I was not there over 2 hours. Why did I receive the ticket?

    2-hour free parking is available on the Downtown Square.  2-hour parking allows patrons to park for up to 2 consecutive  hours within a 4-hour time period.  You must leave the Square on or before 2 hours have passed from the time you first arrived.  You may not return to the  Square until 4 hours have passed from the time you first parked.  This ensures that these spaces are made available for customers visiting the area businesses and restaurants.  You should park in one of the long-term parking areas if you plan to stay longer than 2 hours.

  2. I work Downtown. Where can I park and not get tickets?

    The Parking Management Office offers several Parking Programs for the employees in and around  the Downtown Square.  Hang Tags for use at red-topped, long term meters located in the  surrounding parking lots; Parking Cards for the 2 gated lots; Parking cards for both the Town Center  Deck and the 2nd level of the Municipal Parking Deck.  Please call the Parking Management Office  at 479.575.8280 for availability and pricing. 

    Employees in and around Dickson Street have access to 3 parking lots and our Pay and Display lot.  The lots are located on the south side of Dickson Street at West Ave and Dickson Street; West Ave and Spring Street; and on School Ave between Spring Street and Dickson Street.   The Pay and Display lot is located on the north side of Dickson Street on Gregg Ave.

  3. I arrived at my car just as the Enforcement Officer was issuing me a ticket.  Why can’t he void the ticket? 

    Once the license plate number of the vehicle has been entered into the Enforcement Officers handheld device, they must complete the ticket.  The handheld device does not allow them to stop the issuing process.  Any ticket dispute must be handled in the office.  It would not be ethical to allow the officers to pick and choose who they could void a ticket for.

  4. How long do I have to pay the parking ticket?

    Payment is due within 14 days of the date of issue.  Please be sure to include the ticket with the payment so that it will be applied properly.

  5. My parking ticket is due today.  May I make a payment over the phone?

    No.  Currently you can make payments in the following ways:  Mail the payment in the adressed envelope provided; drop the payment in one of the Courtesy Boxes located in the parking lots around the Downtown Square and Dickson Street areas; pay at the same location where you pay your water bill (City Hall).

  6. I have a Hang Tag and parked at a red-top meter but still received a ticket. Why?

    One reason would be that the Hang Tag was not displayed properly.  The Hang Tags must be displayed from the rear view mirror of the vehicle so that the sticker is clearly visible from the front  of the vehicle.  If the Hang Tag is lying on the dashboard, it is not displayed properly. 

  7. I have a Hang Tag but forgot to put it on my rearview mirror.  Can my ticket be forgiven?

    No.  The Hang Tags are not vehicle specific.  So, if the person with the Hang Tag has more than one vehicle, they may use the Hang Tag in either one. 

  8. I received a ticket in the Pay and Display lot.  If I bring my receipt from the lot in, will you void the ticket?  

    The receipt issued from the Pay and Display machine is not specific to any vehicle, so the receipt alone would not be sufficient for voiding a ticket.  To assist with any issues, the Enforcement Officers will now be taking a picture of the dashboard of all the vehicles ticketed in the Pay and Display lot.

  9. What is the difference between the gray-top and red-top meters?

    Gray-top meters are short term, 2-hour meters.  They are placed in and around the Downtown Square area for customers of the businesses.  The cost is $0.25 per hour.  The red-top meters are long term, 10-hour meters.  These are placed a little further away from the Downtown Square, but they provide less expensive rates.  The cost is $0.25 per 1 hour and 40 minutes.  This is to encourage downtown employees to park at these meters and leave the more convenient, closer meters available for customers visiting the area.

  10. The meters have stickers on them that say No Parking if Meter Fails. What does that mean?

    Due to increased problems with meters being intentionally jammed, resulting in increased staff time to perform maintenance on the meters, the stickers were added to all the parking meters.  If you  park at a meter that does not register time when a coin is inserted, you may do one of two things.  If  you are able to contact the Parking Management Office, (479.575.8280), while you are still at the  meter, an Enforcement Officer or the Field Supervisor will be sent to assist you.  If that is not possible, you must park at a different, operational meter.  Otherwise, an expired meter ticket will be issued.

  11. I mistakenly paid the wrong meter.  Can my ticket be voided?

    No, time must be on the correct meter.  There is no way for the Enforcement Officers to know who placed the time on any meter.  When parallel parking, the correct meter will be in the front of the vehicle.  When parking in one of the lots, the correct meter will be either in the center of the vehicle or on the driver’s side (left). 

  12. I received a ticket that says Against the Flow. Is it a mistake?

    Parking against the flow of traffic is prohibited by city Ordinance 72.06 Method of Parking (below) and the State of Arkansas.   

      72.06 Method Of Parking
      Pursuant to A.C.A. '27-51-1301, a vehicle parked on
      any street in the city shall be parked on the right-hand
      side of the street, headed in the direction of traffic with
      its right-hand wheels parallel to and within 18 inches of
      the curb, except where streets have been marked for
      angle parking, and except that, on one-way streets,
      vehicles may be parked on the left-hand side of the
      street, unless parking is prohibited on such side. In
      every case, a vehicle shall be parked entirely within any
      lines or markings on the street designating parking
      spaces. 

  13. Is there any parking program for construction crews or others that do jobs in the Downtown Square and Dickson Street areas? 

    Yes.  The Parking Management Office does have temporary construction permits that may be purchased.  The cost is $2.50 per space per day.  There are some restrictions on issuing these  permits.  Please contact the Parking Management Office at 479.575.8280 for details.   

  14. How do I apply for the employee discount on parking rates?

    Your employer must submit a payroll tax report to the Parking Office in order to register their employees. You as an employee must then mail or email a copy of your paystub to the Parking Office that shows your name, employer's name, number of hours worked and time period worked. Your paystub must be dated within 16 days of submittal.

  15. What parking areas are available to employees at the discounted rate?

    All on street pay spaces in the Entertainment District except for those on Dickson St. and Watson St.

  16. What times are the 90% employee discounts in effect?

    All the time, 24/7.

  17. Are the employee discounts available in the parking lots?

    No, only in the designated street spaces.

  18. How do I receive and use my employee discount?

    The Parking Office will verify your employement and send you an email with your discount code. This code can be used at any on street pay station to discount your parking fee.

  19. How many discount coupons do I get?

    If you normally work 35 hours or more per week, your discount code will be available to use up to 22 times per calendar month. If you normally work less that 35 hours per week, your discount code will be valid for 11 uses per calendar month.

  20. How often do I have to apply for my employee discount code?

    Employees must email a copy of their paystub to the Parking Office monthly, within 16 days or less prior to the end of the month to receive their discount code for the following month. Please allow 3 business days for processing.

  21. How do employees who do not have access to a computer or email, receive their pass?

    They stop by the Parking Office and pick up their discount code. Please allow 3 business days for processing.

  22. Do I have to have a credit card to be able to obtain the employee discount code?

    No. The discount code will be issued directly to the employee. They use the code at any on street pay station and pay the discounted rate with cash or credit card. 

  23. Can I as an employer have all of the discount codes for my employees sent to my business email?

    No. Individual employees will be issued their discount code directly.

  24. How do Business owners apply for employee discount?

    Business owners must submit their request in writing to the Parking Office that states the business that they own. Each owner will be granted a discount code. Up to 2 owners per business.

  25. How do I get a residential parking permit?

    You can download the instructions and enrollment form from the Parking website. You may also obtain forms at the Parking Office located at 113 W. Mountain Street.

  26. What documents do I need to present to obtain a residential parking permit?

    A current vehicle registration for the vehicle that the permit will be issued to, one form of proof of residency, and a completed enrollment form.

  27. What are the acceptable forms for proof of residency?

    Current vehicle registration showing the address within the residential zone that identifies the applicant specifically as a resident at that address; property tax bill showing person's name as tax payer and home address within the district; or, residential lease agreement with address within the district, identifying applicant specifically as a resident at that address.

  28. Where do I place my residential permit sticker?

    Your permit sticker should adhere to the lower left hand corner on the inside of the vehicle windshield.

  29. Can I use residential parking permit on another vehicle?

    Permits are non transferrable and are only valid for the vehicle it has been assigned to.

  30. What are the renewal periods for residential parking permits?

    Annually for home owners; quarterly for renters.

  31. How do visitors of the residents park in the residential zones?

    Each resident may apply for guests permits at the time they obtain their residential parking permit. Residents have 2 options for guest permits. Option one: 2 guest permit hang tags per household or 1 guest permit hang tag per rental unit. Option two: 30 guest passess per household per month (single family dwellings only).

  32. How do the 30 residential guest passes work?

    These passes are issued to residents to be used by their visitors. The pass code issued may be used up to 30 times during the calendar month. All unused passes expire at the end of each month.

  33. How long can someone park on a residential guest pass?

    Each electronic guest pass will be valid between 2:00am the date of issuance and 2:00am the following day. The aforementioned time parameters will allow the guest of residents a free grace period to vacate the space between the hours of 2:00am and 10:00am on the expiration date.

  34. How does my visitor use a residential guest pass?

    Electronic passes are registered with the resident's home phone number. As the guest arrives and parks in a residential parking space, the guest proceeds to the resident's home. The resident calls from their home phone into the electronic system and registers the electronic pass code and the space number where their visitor has parked.

  35. How do service vehicles park in the residential area?

    Company vehicles must use a resident guest pass. For an extended stay, vendors must apply for a temporary hang tag through the Parking Office. These will be considered on a case-by-case basis.

  36. How do I apply for the Monthly Parking Permit Program?

    Applications can be obtained online or at the Parking Offices.

  37. What times are the monthly parking permits in the lots allowed?

    7:00am to 4:00pm weekdays, excluding holidays.

  38. What are the parking rates?

    50 cents per hour during the daytime. $1.00 per hour at night. More specific times can be found on the Parking website under "Parking Rates".

  39. Are there any free parking spaces?

    Yes. There are many free spaces at some of the local churches except on Sundays. Also, there are hundreds of free public parking spaces after 6:00pm and on weekends in the Downtown Square area. There are over 500 free spaces in the parking lots and approximately 350 free parking spaces on street, most of which connect directly to Dickson Street.

  40. What happens if I go down to Dickson Street and drink too much and take a cab home?

    Parking rates are only charged until 2:00am. Rates will not be charged until 10:00am the following day. So you will have until 10:00am to return to retrieve your vehicle before incurring anymore charges.

  41. If the pay station screen is black, is the pay station working?

    Yes it is working. The pay stations have screen savers to conserve energy. Simply push any button on the front of the machine to light up the display, and then follow the prompts.

  42. What types of payment are accepted at the pay stations?

    Cash, credit/debit cards (Visa, MC, Discover) and vaildations coupons are accepted at most of the pay stations. The exit gates at the WAC Lot only accept credit cards.

  43. When and where do I pay for my parking if I am parked in one of the gated lots?

    You should pay at one of the pay stations located under the canopy in the WAC Lot or in the lobby of the Walton Arts Center. You will then take your validated ticket and drive to the exit gate where you will insert your ticket and exit the lot.

  44. Why is the pay station not reading my parking lot ticket?

    You must insert your parking lot ticket facing up with the magnetic strip on the right side. Please do not crease or crinkle your parking ticket as this makes it more difficult for the reader to process it.

  45. What if I lose my parking lot ticket?

    You may press the Lost Ticket button on the pay station, or you may press the button for assistance and a parking officer will come to assist you.

  46. Do motorcycle patrons pay for parking?

    Yes. If they park their mortorcycle in one of the designated motorcycle spaces, they only pay 50%  of the parking rate. If they park their motorcycle in a regular parking space, they must pay the full parking rate.

  47. Can we park more than one mortorcycle in a regular sized parking space?

    Yes. You must pay the full parking rate and all motorcycles must fit within the lines of the parking space.

  48. If I park my motorcycle in a regular parking space with another motorcycle, how can I tell if the space has been paid?

    You cannot tell what spaces have been paid, so you must ensure that there is time paid on your space. You can do this by either checking with the originalparker or by paying for the space. If the time expires on the space, all vehicles within the space will be issued a citation.

  49. Do bicycle and scooter patrons pay for parking?

    No. Bicycles and scooters less than 70cc may park in the designated bicycle/scooter parking areas for free.

  50. What's going to happen during events like Bikes, Blues and BBQ?

    Parking fees will be waived during special events that are pre-approved by the Mayor. Residential areas, however, will be off limits to parkers that do not have a valid residential parking permit.

  51. Will there be vendor passes?

    No. Vehicles loading and unloading are allowed 15 minutes to park and conduct business. They must turn on their vehicle emergency flashing lights and must be loading and/or unloading their vehicle.

  52. Does my service vehicle have to be a marked vehicle?

    Yes. Your service vehicle must be marked with the vendor name so that parking officers can identify you as a vendor.

  53. What if I have a problem, concern or suggestion for the new parking program?

    Please email us at parking@ci.fayetteville.ar.us. We will be reviewing the entire program in November and will address all concerns and suggestions at that time.

  54. When will the parking reservation system become available?

    Octover 11,2010

  55. How many reservations will be available in each lot?

    Initially, there will be 50 reservations available in the WAC Lot.

  56. How does the reservation system work?

    You can reserve a parking space online by using credit card. Once you specify the date you want to reserve a space and pay for the reservation, you will print out a bar code that will be used to enter the parking lot and also exit the parking lot.

  57. Will there be an opportunity for people to purchase a parking pass (so they don't have to pay each and every time) and how much will that cost?

    Coming in October, we will offer a debit card that you can pay and reload as you choose, or have it automatically reload by using your credit card info that we have on file.

  58. Can I Pay by Phone for a Number Space in the Entertainment District?

    Yes

    To sign up for a free Pay-By-Phone account, you can register your cell phone number by visiting https://www.verrus.com/verrus/SignUp.aspx  or by calling 1-888-450-PARK (7275).  To set up your account, you will need your mobile phone number and Visa or MasterCard number.  Information about this payment option and use of it will be displayed in various locations in the Entertainment District.

    Once you are signed up, you can pay by phone through your mobile phone by calling 1-888-450-7275, you would then enter the location number for Fayetteville (which is #2525), then enter your parking space number, and then enter your desired parking time.  There is a convenience fee of .35 cents per transaction when you use the Pay-By-Phone option.  

     When paying by cell phone, motorists may also opt to receive a text message reminder a few minutes before their time expires.  They can then add more time to their parking session if required, greatly reducing the chance of a parking violation.  An optional e-mail receipt is available for every transaction and a history of transactions is downloadable online at www.paybyphone.com.
