Paul R. Noland Wastewater Treatment Plant

The Paul R. Noland Wastewater Treatment Plant (WWTP) is designed to handle Fayetteville's current treatment requirements and anticipated population growth through 2020. The facility is designed to process an average daily flow of 12.6 million gallons per day (MGD), a maximum daily flow of 29 MGD, and a maximum monthly flow of 17 MGD.

The plant operates under the conditions set forth in National Pollution Discharge Elimination System (NPDES) permit #AR0020010 issued by the Arkansas Department of Environmental Quality (ADEQ). The permit places effluent limitations and monitoring requirements on the operation of the facility, including:

  • Effluent Flow
  • Carbonaceous Biochemical Oxygen Demand (CBOD5)
  • Total Suspended Solids (TSS)
  • Ammonia Nitrogen (NH3-N)
  • Dissolved Oxygen (DO2)
  • Total Phosphorus (P)
  • Fecal Coliform Bacteria

Influent loadings into the system are also monitored for operational purposes: 

  • Influent Flow
  • Biochemical Oxygen Demand (BOD5)
  • Total Suspended Solids (TSS)

  • In addition to the various parameters listed above, the amount of biosolids produced (in wet tons) from the wastewater treatment process is tracked and reported on a monthly basis. Fayetteville has recently started a new operation, located at the Biosolids Management Site, to produce sustainable uses (such as soil enhancement) for these biosolids. The project combines solar and thermal drying technology; find out more about this exciting venture by clicking here!
